With reference to your letter No. 3046/12 of the 13th.
instant enclosing a report from the Law Officers of the Crown
on the subject of the Prerogative of Pardon in the case of
consular prisoners at Hongkong, I am directed by Secretary
Sir E. Grey to state that he would be glad to learn the terms
of Reference to the Law Officers, the reply to which was en-
closed in the Colonial Office letter, before giving his
opinion as to whether or not it would be desirable that new
Letters Patent should issue, in order to enable the Governor
of Hongkong to exercise the prerogative of pardon in the case
of British Subjects or protected persons convicted in Corea
or of protected persons convicted in China.
